FONRID - National Research and Innovation Fund for Development

FONRID, secure and sustainable funding for efficient research for development!

FONRID is a national financing fund created by decree n ° 2011- 828 / PRES / PM / MRSI / MEF signed on October 27, 2011. It enjoys legal personality and management autonomy. It is placed under the technical supervision of the Ministry responsible for scientific research and innovation and under the financial supervision of the Ministry responsible for finance of Burkina FASO. It started its activities in the field in 2012. FONRID is governed by Law n ° 010 – 2013 / AN of April 30, 2013, laying down rules for the creation of categories of public establishments and Decree n ° 2014 – 610 / PRES / PM / MEF of July 24, 2014, on the general statute of the National Funds and that on the adoption of the specific statutes of FONRID. Its operation and organization are governed by Decree No. 2017-365 / PRES / PM / MESRSI / MINEFID of May 22, 2017, approving the specific statutes of the national research and innovation fund for development.
The call for projects is the demand-side mechanism set up by FONRID to finance projects. FONRID does not fund individual projects. It provides support to officially recognized teams or networks of research, innovation or results promotion teams.

Provide a secure framework for funding research and innovation activities throughout the national territory so that the results produced are truly vectors of well-being for the populations and generators of wealth and prosperity for the entire nation.

The missions assigned to FONRID are :

provide a secure and transparent framework for mobilization and funding for research and innovation activities in the public and private sectors ;
serve as a framework for the financial commitment of the government and its partners in favor of research and innovation for development ;
finance all or part of the research programs or projects submitted by public or private research and innovation structures in Burkina Faso ;
support the teams (public or private) researchers or innovators in laboratory or workshop equipment within the framework of programs approved by the Fund ;
contribute to the financing of the promotion of the results of research and technological innovation by development actors ;
support the publication / dissemination of quality results obtained within the framework of projects financed entirely or partially for the fund ;
promote public-private partnership.
act as an intermediary between national partners, bilateral or multinational and public or private research and innovation structures in negotiations for the funding of research and innovation projects and programs ;
contribute to the funding of specific or one-off research or innovation programs reserved for young researchers, to young people and women ;
contribute to the financing and organization of congresses, conferences, conferences or seminars on a current or development theme.

Organizational structure

An orientation and decision-making body: The Board of Directors (THAT) made up of 9 statutory members including Producers, PTFs, processing SMEs / SMIs, NGOs and the State
An advisory and scientific support body: the scientific and technical committee (CST) made up of 20 national and international experts covering a maximum of fields, which allows it to analyze the whole range of projects submitted to the fund and to propose the best to my decision of the Board.
An executive and management body: the General Directorate (DG) (with three technical and financial departments).
